Position Summary

The Housing Authority of the County of San Joaquin is seeking a detail oriented and organized individual to join our team as an Accounting Clerk. The ideal candidate will play a crucial role in supporting the financial operations of the company by performing various accounting tasks. This entry level position offers an excellent opportunity for growth and development in the field of accounting.

Salary Range
Monthly $4,328 – 5,260 DOE

Essential Job Functions

Data Entry

  1. Accurately enter financial transactions into the accounting system.
  2. Ensure timely and precise recording of invoices, receipts, and other financial documents.
  3. Data of payables, receivables, miscellaneous journal entries, and Ad hoc reporting.

Accounts Payable

  1. Process and verify invoices for payment.
  2. Reconcile vendor statements and address any discrepancies.
  3. Communicate with vendors regarding payment inquiries.
  4. Responsible for all utility bills for all sites.
  5. Assist in miscellaneous payables to include coding, processing, and posting.
  6. Matching of Purchase Orders and Work Orders to invoices to be processed in the Payscan module of Yardi.

Accounts Receivable

  1. Generate and send out tenant statements.
  2. Monitor and follow up on outstanding receivables.
  3. Record and allocate tenant payments.
  4. Monthly reporting and quarterly reporting of receivables and write-offs.
  5. Reporting is but not limited to move outs, tenant repayment agreements, tenant accounts receivable balances, and additional Ad hoc reporting required by the accounting department.
  6. Prepare bank deposit slips for tenant rents received and miscellaneous receivables.
  7. Communicate with asset managers regarding tenant balances due from the tenant the Section 8 program.

Financial Reporting

  1. Prepare and generate basic financial reports as requested.
  2. Assist in the preparation of financial statements.
  3. Work with the development offices and migrant centers to reconcile tenant accounts.
  4. Maintains utility consumption data.
  5. Assist in compilation of auditor requests during fiscal year end audits.

Expense Tracking

  1. Monitor and categorize company expenses.
  2. Assist in tracking and analyzing budget variances.


  1. Adhere to accounting principles and company policies.
  2. Ensure compliance with all relevant financial regulations and guidelines, including HUD (U.S. Department of Housing and Urban Development) requirements.

Performs duties related to the management and maintenance of HACSJ’s assisted housing programs, including contracts, special programs, and projects, including but not limited to, portability, reports on status of caseloads, and programs for special need populations.
Individuals may perform other related duties as assigned including work in other functional areas to cover absences or relief, to equalize peak work periods or otherwise balance the workload.

Required Knowledge and Abilities

  1. Basic understanding of accounting principles and concepts.
  2. Must perform basic mathematical computations.
  3. Knowledge of report preparation techniques and procedures and a demonstrated ability to maintain clerical records and prepare and evaluate professional and technical reports.
  4. Knowledge of modern office equipment including but not limited to copiers, personal computers, mainframe terminals, scanners, calculators, facsimile machines, etc.
  5. Ability to plan, organize, and schedule work assignments in a timely manner.
  6. Ability to prepare and present ideas in a clear and concise manner, both orally and in writing, as well as communicate with people from a broad range of socio- economic backgrounds.
  7. Ability to establish and maintain effective working relationships with co-workers, vendors, consultants, contractors, residents, HUD, and local, state and federal officials.

Minimum Education, Training, and Experience

  1. Associate degree in a related field preferred.
  2. One to two years of experience in accounts receivable and accounts payable management, preferably in Housing Authority or related organization.
  3. Strong understanding of financial regulations, including HUD guidelines.
  4. Proficiency in accounting software, preferably Yardi, and Microsoft Excel.
  5. Excellent analytical, organizational, time management, and communication (both verbal and written) skills.
  6. Strong attention to detail and a commitment to accuracy.
  7. Ability to adapt to changing priorities and work well under pressure.

Additional Requirements

  1. Must be able to operate a variety of automated office machines including computers, copiers, printers, facsimile machines, telephones, etc.
  2. Must be able to stoop, kneel, crawl, push, move, or carry objects or materials such as files, computer printouts, reports, calculators, office supplies, etc.
  3. Must possess and maintain an applicable California Driver’s License and a driving record acceptable to HACSJ’s insurance carrier. (Exceptions will be considered case-by-case).
