Position Summary

Under the minimal supervision of the Comptroller, Accountant II is responsible for maintaining fiscal records requiring considerable knowledge of professional accounting principles and practices in a computerized environment. Prepares reports and statements for submission to the Comptroller and Director of Finance. The incumbent is responsible for the analysis and accounting of financial transactions by performing professional bookkeeping and accounting work in the general ledger and vendor accounts payable for the Authority and its affiliate entities. Duties require the use of considerable personal initiative and independent judgement, and the ability to coordinate, input, process, and review data from a number of different sources.

Essential Job Functions & Required Knowledge

Essential Job Functions

  • Maintain and reconcile general ledger accounts, including journal entries, account reconciliations, and variance analysis. Ensure accurate and timely recording of financial transactions.
  • Review invoicing compilations to ensure billings are compliant with grant funding and other applicable contracts.
  • Conduct financial analysis and provide insights on key financial metrics, trends, and variances. Assist in budgeting, forecasting, and financial planning processes.
  • Collaborate with various departments to support budgeting and forecasting activities. Help prepare budgets, track actual expenses against budgeted amounts, and provide variance analysis.
  • Collaborate with auditors during internal and external audits. Prepare audit schedules, provide requested documentation, and address audit findings.
  • Analyzing financial data to identify trends, variances, and opportunities for process improvement. Support decision-making processes by providing accurate and relevant financial information.
  • Utilize accounting software and financial systems to perform day-to-day account tasks, generate reports, and streamline financial processes.
  • Develop and track funding and partnership reporting requirements for development projects and other grant awards.
  • Assist in the due diligence process of development to include acquisition, construction, and permanent financing.
  • Assists in coordination of post construction activities to ensure seamless stabilization and property conversion.
  • Leads the preparation of a variety of accounting reports; prepares complex financial reports on special assignments; compiles composite reports from individual reports required by management or governmental agencies while coordinating activities with other departments, investors, community partners, regulatory agencies, and related groups.
  • Assists in monitor, interpret and implement changes in regulatory requirements for funding programs; prepare and submit accounting annual compliance reports, contracts, and related documentation.
  • Assists with the preparation of Placed-In Service packages for LIHTC developments and provides guidance for submission of periodic reports and budget closeout documents per program requirements.
  • Collaborate with cross-functional teams, including finance, development, and management, to gather financial data and provide support for decision-making. Communicate effectively with stakeholders regarding financial matters.
  • Identify opportunities for process improvements within the accounting function. Streamline financial procedures, enhance efficiency, and maintain accurate documentation.
  • Other duties as assigned within the scope of the accounting department.

Required Knowledge and Abilities

  • Knowledge of the general operations and purpose of a public housing agency, including knowledge of policies and regulations.
  • Knowledge of general accounting principles (GAAP, GAAS) and their application as well as a demonstrated ability to apply these in practice.
  • Ability to perform research and provide documentation on technical accounting issues.
  • Ability to make complex computations rapidly and accurately; utilize manual and automated accounting computer systems and equipment.
  • Ability to assist in the planning, organizing, training and coordination of the preparation and posting of financial records.
  • Ability to follow established policies and procedures in the creation and maintenance of accounting records and to understand and apply laws, regulations, and policies to the maintenance of financial records.
  • Ability to maintain accounting records, analyze data, prepare accurate reports, post and balance to certain general and subsidy ledger accounts.
  • Ability to establish and maintain effective working relationships with co-workers, vendors, and the general public. Ability to identify and rectify problem areas relating to the area of work.
  • Ability to create and maintain new accounting entities/affiliates as operations require.
  • Must have excellent skills in Microsoft Office Suite.

Minimum Education, Training, and Experience

  • BS/BA degree in accounting or business with a focus in accounting from an accredited college or university.
  • Three to five (3-5) years of progressive experience as an Accountant preferred.

Additional Requirements

  • Must be able to move or carry objects or materials such as files, computer printouts, reports, calculators, office supplies, etc.
  • Must possess and maintain an applicable California Driver’s License and a driving record acceptable to the Authority’s insurance carrier. (Exceptions will be considered on a case-by-case basis.)
  • Exempt staff work a flex schedule of eight 9-hour days and one 8-hour day with every other Friday off. Exempt employees are measured on outcomes and expected to complete their work irrespective of the flex schedule.
