Calaveras Quarters: Former Motel Repurposed into Permanent Supportive Housing for Transition-Age Youth and At-Risk Families

STOCKTON, CA (April 2025) — The Board of Commissioners and staff of the Housing Authority of the County of San Joaquin (HACSJ) are proud to announce the completion of Calaveras Quarters, a transformative affordable housing community designed to address youth homelessness and provide foster youth services in San Joaquin County. To celebrate this milestone, HACSJ invites the public to a ribbon-cutting ceremony on April 3, 2025, at 2:00 PM, at 2654 West March Lane, Stockton, CA.

Calaveras Quarters is a 69-unit permanent supportive housing development that was repurposed from a former 121-room motel. The property will offer comprehensive wrap-around services, life skills training, education, and employment resources to help residents achieve long-term stability and self-sufficiency.

HACSJ is honored to collaborate with nearly a dozen local service organizations, including Parents by Choice, Central Valley Low Income Housing Corp., Aspiranet, Lutheran Social Services of Northern California, Mary Magdalene Community Services, and Children’s Home of Stockton. These partnerships will ensure that at-risk youth and families receive the support they need to thrive.

The 2.14-acre site features 11 ADA-compliant ground-floor units, seven units designed for residents with hearing and visual impairments, a community room, on-site service provider offices, laundry facilities, and 24/7 security to ensure a safe and supportive environment. “Residents of Calaveras Quarters will have access to shopping, employment and the educational resources of Stockton that makes these apartments more than just a place to live. Our team and partners believe this can be a self-sufficiency game changer.”, offered Peter Ragsdale, Executive Director of HACSJ.

Calaveras Quarters was made possible through $30.3 million in funding from multiple sources. The State of California Housing and Community Development’s Homekey Program contributed $24.3 million, while the City of Stockton provided $6.05 million through its portion of funds from the American Rescue Plan Act. In addition, HACSJ will contribute $9.7 million in permanent housing vouchers to ensure the long-term viability of the project.
