The Director of Finance reports directly to the Executive Director and is responsible for leading and overseeing the financial operations of the Housing Authority of the County of San Joaquin (HACSJ) and Delta Community Developers Corp. The Director of Finance directs accounting, budgeting, financial planning, internal audit, and internal control functions; ensures compliance with HUD financial reporting and program requirements; and provides financial guidance to the Executive Director and leadership team. The position also leads complex affordable housing finance transactions, including Low-Income Housing Tax Credits, tax-exempt bonds, and mixed-finance development, while serving as the Authority’s primary financial representative to HUD, lenders, auditors, and community partners. The Director of Finance is also responsible for building and leading a high-performing Accounting and Finance Department.
