Housing Choice Voucher Program
On May 4, 2021, the U.S. Department of Housing and Urban Development issued Notice PIH 2021-14, waiving select statutory and regulatory requirements for Public Housing Authorities (PHAs) and extending some deadlines from earlier notices. These waivers provide administrative flexibilities to PHAs in response to the COVID-19 national emergency. Use of these waivers is at the discretion of the PHA.
The Housing Choice Voucher (HCV) program, formerly known as the Section 8 Program, is the federal government’s major program for assisting very low-income families, elderly, and disabled households to afford decent, safe, and sanitary housing in the private market. A housing subsidy is paid to the landlord directly by the HACSJ on behalf of the participating household. The household then pays the difference between the actual rent charged by the landlord and the amount subsidized by the program which is generally 30% of their adjusted income. Households who participate in the HCV program are selected from the HACSJ’s waitlist.
Voucher Portability
Portability is the process that allows eligible HCV applicants or participants to move anywhere in the United States where another housing agency administers HUD’s HCV program.
Incoming Portability
Eligible HCV households interested in porting into HACSJ’s jurisdiction must make a written request to their assigned Leasing Specialist in the current jurisdiction in which they reside and comply with their portability rules. The issuing housing agency will mail or fax the portability packet to HACSJ. We will contact the household for the intake process, then schedule a voucher briefing.

Outgoing Portability
Eligible HCV households residing in HACSJs jurisdiction interested in porting to another jurisdiction must make a written request to their assigned Leasing Specialist that includes the location of interest. We advise HCV households to review the voucher payment standards of the jurisdiction of interest.
The Leasing Specialist will determine eligibility and may request that the household complete an eligibility packet to ensure all income and household composition information is current.
HACSJ will mail or fax the portability packet to the housing agency in the desired jurisdiction. Participating households must comply by the rules of the new jurisdiction.
