All HACSJ housing program waitlists are currently closed. Applications are accepted only when a waitlist
is open.
HACSJ will announce all future waitlist openings on this website (hacsj.org) and through hacsjonline.org.
We do not announce openings by email, social media, or flyer.
The Housing Authority never charges a fee to apply for housing assistance or to move an applicant
ahead on a waitlist.

Recertification is completed each year through your RentCafé account. Log in to report income and household changes, upload documents, and complete your annual review.
Payment standards set the maximum subsidy HACSJ can pay toward rent for each voucher size and are updated periodically.
Log in to your RentCafé account to report a change. RentCafé is available 24 hours a day, 7 days a week and is the fastest way to submit updates.

Rental units in the voucher program must meet HUD’s Housing Quality Standards (HQS). Units are inspected before a family moves in, and again on a regular schedule (generally every 24 months) after move-in.
If a unit does not pass inspection, the landlord is given a set repair window: 24 hours for health-or-safety items, up to 30 days for standard items. Housing assistance payments may be paused until repairs are completed and the unit passes re-inspection.

Portability allows eligible voucher holders to move and use their voucher outside of San Joaquin County, anywhere in the United States another housing agency administers the HCV program.
Contact your current housing agency’s leasing specialist and request a portability transfer. Your agency will send your portability packet to HACSJ, and our team will reach out to schedule your intake and voucher briefing.
